Manuel has been employed by the County of Los Angeles for over 25 years in the Office of the County Counsel. After joining the County in 1988, he was assigned as advisory, litigation and appellate counsel to numerous County departments, offices, agencies and commissions on various legal matters. Among other assignments, Manuel was part of the legal team representing the County in high profile Census litigation before the United States Supreme Court, advised and represented the Chief Administrative Officer (now Chief Executive Officer) and Auditor-Controller on redevelopment issues, the Treasurer and Tax Collector and the Los Angeles County Office of Education on public finance matters, was counsel to the Arts Commission, Agricultural Commission and County Assessor, and represented and advised the County in labor and employment matters.
He was appointed to the position of Assistant County Counsel in 2009 and assigned as division chief of the Contracts Division in 2010. In his current capacity, he is responsible for a team of attorneys which provides legal counsel in the areas of information technology; Countywide contract training; cable, water, oil and utility franchises; and social program, delegated authority and contract city agreements; as well as providing legal assistance and guidance in the development and implementation of Countywide contracting issues and policies.
Prior to joining the County, Manuel served as a legislative analyst for the City of Los Angeles, where he was part of the team responsible for developing and implementing the City's legislative programs, and for conducting management and fiscal reviews of City-administrative State and federal grant programs.
Manuel received his Bachelor's Degree in Political Science from UCLA, a Master's Degree in Public Administration from USC, and his law degree from Southwestern University School of Law.
