Joe Delgado, Jr.
Joe Delgado, Jr. was born and raised in East Los Angeles. Mr. Delgado graduated with an A.A. degree from East Los Angeles College and a B.A. degree in Social Welfare from the California State University, Los Angeles. He continued his studies at CSULA and through the University of California, Davis. Mr. Delgado is a veteran of the United States Marine Corps and served during the Viet Nam era.
Mr. Delgado began his 29 year County career as an Eligibility Worker and rose to the positions of Eligibility Supervisor and Welfare Recipient Employment Coordinator before his promotion into management.
Mr. Delgado currently is a Human Services Administrator and the Director of the Workfare Program in the Bureau of Health, Nutrition and Specialized Services, Food Stamp Nutrition Program. His 17 years in management has gained him extensive public and community service experience.
Mr. Delgado has participated in the development of major DPSS projects, which includes the General Relief Opportunities for Work Program (GROW), Job Skills Training Program (JSTP), Cash Assistance Program for Immigrants (CAPI), General Relief Health Care Program (GRHCP) and the Los Angeles County Citizenship Assistance Campaign. Mr. Delgado also served for several years as an Administrative and Deputy District Director managing all major welfare programs at various DPSS district offices in the County.
Mr. Delgado has received numerous commendations for his accomplishments and community service from various governmental entities, community organizations and DPSS. This includes the Board of Supervisors, County of Los Angeles Quality and Productivity Commission, congressional and state legislature offices.
Mr. Delgado is a former President and First Vice-President of the Los Angeles County Hispanic Managers Association, serving three and two years respectively in both executive positions, and a former Chairman of the LACHMA DPSS Committee. He is also a senior member of LACHMA’s Board of Directors, having served continuously since 1986. Mr. Delgado is also a former Second Vive-President and Executive Council Member of SEIU/Social Services Union Local 535. He is currently the President of the Board of Directors of the Beverly Park Montebello Homeowners Association where he resides.
Mr. Delgado is married with three children and has one grandchild. He involves himself with church, community and political activities. He enjoys sports, traveling, dancing, and his favorite "oldies but goodies" music. Mr. Delgado owes much gratitude to his late father, Joe S. Delgado, Sr., for inspiring him with the "si se puede" attitude. Thanks Dad.
